Unsuccessful attempts to participate
There have been several unsuccessful attempts to participate in the Mediterraneanvision Song Contest. For broadcasters to participate, they must be a member of the EBU and register their intention to compete before the deadline specified in the rules of that year's event. Each participating broadcaster pays a fee towards the organisation of the contest. Should a country withdraw from the contest after the deadline, they will still need to pay these fees, and may also incur a fine or temporary ban.
Georgia
Georgia applied for MBU membership during the seventh edition in an attempt to participate in the contest. They were rejected without further comment from the MBU.
They later pushed for membership again alongside Ukraine during the ninth edition, arguing that Bulgaria, Moldova and Romania participating in the contest should allow them as Black Sea nations to compete. The MBU held a vote and narrowly rejected it, stating that the question of their membership "will be looked at again in a future edition".
Mauritania
Mauritania pushed for MBU membership during the eleventh edition, arguing that the nation should be eligible to do so due to being a member of the Union for the Mediterranean from the side of the Mediterranean Partner countries. The broadcaster stated that should it be able to achieve full membership, it would attempt to debut in the 11th edition of the Mediterraneanvision Song Contest. Under the current MBU rules, being a member of the Union for the Mediterranean does not determine full membership.
Northern Cyprus

Northern Cyprus first tried to gain MBU membership in the fourth edition in an attempt to debut in the contest. They were immediately rejected. They made another attempt after the fifth edition, but the MBU stated that "Cyprus will continue to participate as a whole."
Russia
Russia showed interest in the contest during the third edition. They applied to join the MBU, but they were ultimately rejected. Russia has since only become an associate member of the MBU.
Saudi Arabia
Like Russia, Saudi Arabia showed interest in the contest during the third edition. Their MBU application was also rejected. The nation made another attempt to participate in the eleventh edition, but was once again rejected.
Ukraine
Ukraine pushed for membership alongside Georgia during the ninth edition, arguing that Bulgaria, Moldova and Romania participating in the contest should allow them as Black Sea nations to compete. The MBU held a vote and narrowly rejected it, stating that the question of their membership "will be looked at again in a future edition".
